托比‧福克斯(Toby Fox)，又名 Radiation、FwugRadiation，是游戏制作者兼音乐制作人，同时也是 Undertale 的主要制作人和其原声带的作曲家。他第一次进入世人的眼中是在2009年，因为他的名作 Earthbound Halloween ROM Hack。他也帮网络漫画 Homestuck 制作音乐。
作为本游戏的主要开发者，托比‧福克斯设计大部分角色概念和性格，除此之外，托比‧福克斯还兼任游戏的音乐、程序设计、美术、剧情等多项开发。
他的代表头像是只神烦狗。
托比‧福克斯不仅是该游戏的主要开发者和作曲家，还因构思以下角色：

托比‧福克斯最初是地球冒险的粉丝网页"Starmen.Net"的论坛用户，他的用户名为"Radiation"，管理着该网站的 PK Hack 论坛直到2011年[2]。他首次进入大众的目光中是因为他恶名昭彰的 EarthBound Halloween Hack，也可以称作 Press the B Button, Stupid!，于2008年推出的地球冒险的万圣节同人版本[3][4]。
此外，托比‧福克斯也为网络漫画 Homestuck 制作音乐，然后他在 Andrew Hussie 的地下室完成 Undertale 的部分开发[5][6]。
