托比‧福克斯(Toby Fox)，又名 Radiation、FwugRadiation，是遊戲製作者兼音樂製作人，同時也是 Undertale 的主要製作人和其原聲帶的作曲家。他第一次進入世人的眼中是在2009年，因為他的名作 Earthbound Halloween ROM Hack。他也幫網絡漫畫 Homestuck 製作音樂。
作為本遊戲的主要開發者，托比‧福克斯設計大部分角色概念和性格，除此之外，托比‧福克斯還兼任遊戲的音樂、程式設計、美術、劇情等多項開發。
他的代表頭像是隻煩人的狗。

托比‧福克斯最初是地球冒險的粉絲網頁"Starmen.Net"的論壇用戶，他的用戶名為"Radiation"，管理著該網站的 PK Hack 論壇直到2011年[2]。他首次進入大眾的目光中是因為他惡名昭彰的 EarthBound Halloween Hack，也可以稱作 Press the B Button, Stupid!，於2008年推出的地球冒險的萬聖節同人版本[3][4]。
此外，托比‧福克斯也為網絡漫畫 Homestuck 製作音樂，然後他在 Andrew Hussie 的地下室完成 Undertale 的部分開發[5][6]。

- 托比‧福克斯曾經造訪英文 Wiki 的狗狗沙拉條目[7]，並且在 Papyrus 條目的 piece of vandalism 發表意見[8][9]。
- Undertale 和 Deltarune 的商標版權註冊在"羅伯特‧F‧福克斯(Robert F. Fox)的名下，[10][11]。這表明"托比‧福克斯"的本名可能是"羅伯特‧福克斯
- 當 Kenny Omega 前往日本參加比賽時，托比‧福克斯和 Temmie Chang 為他製作了一部商業廣告。這則廣告使用了 Undertale 中的音樂和遊戲玩法[12]。
